Problem Statement

Fraud, corruption, compromised data & lack of transparency among citizens, businesses and regulators reduce consumer trust, damage businesses, constrain limited government resources and prevent Azerbaijan from yielding optimal influence in the region and taking its deserved role in the global economy. These are among various examples:


● According to the Ministry of Justice and Supreme Court, thousands of defaulted loans are adjudicated annually in the Azeri court system which can take upwards of two years to resolve. Loan records are subject to manipulation, lack a complete record of a loan’s life cycle, and are not transparent to the borrower. Citizens often dispute the amount owed and authenticity of documents. Lenders are forced to wait years to recoup capital and are prevented from adding additional fees. The default loan process severely constrains government resources as the evidence afforded to the courts present difficulties in determining immutable proof to base decisions. 

● According to the Insurance Association, agents sell policies to consumers, delete those policies and retain premiums for themselves. Insurance providers never receive revenue, customers are left without protection and the government misses tax revenue.

● According to the Ministry of Internal Affairs, there is a widespread practice of reducing fees (e.g. traffic violations and fines) by those with access to data.

● There is a growing trend for consumers to choose lenders who can provide quicker loans. This trend amplifies the need for higher quality processes, data integrity and immutable records.
